Or you can simply buy a flush valve kit

all corals can be fed, you shouldnt have sps with t5's unless they are ho and then i would have them all the way at the top. 400 calcium is kindof low. just because you dont move pumps does not mean that the flow does not change, stuff starst to grow inside your pumps slowing them down drasticly, i have to clean mine out every few months to keep them running good.

Not sure if this was mentioned, but have you tested for stray voltage? The slow decline makes me think you might have a faulty piece of equipment in there - worth a check.
