While it is an interesting design, unless you use of an overflow box of some type ( even one glued to the side of the tank where the pipe draws from), you will not be skimming the surface of the water and you will always have to keep some type of netting or a 'guard' - (that can clog while you are off at work..) over the end of the intake tube.

If you aren't going RR, IMO you'd be better served with a traditional overflow box. Set up correctly - with siphon breaks - I find them no less safe than a RR tank.

If you willing to drill your tank you can setup something like this. This is my 57gal cube, this works pretty well, talk about surface skimmer.. lol.. and plus it's pretty quiet too.

Made it out of 2" PVC pipe and cut a slot for the drainage. I Cap the end with a acrylic piece.

Alex - I would recommend buying an external overflow box. Either Lifereef or CPR. Do not make a DIY overflow box. It is too risky and will potentially flood your main tank.
