Do you have other fish? If you starve the wrasse your gonna starve the other fish. I dont think you wanna do that. The only choice you really have is removing the rock to get him. I know it sucks but I'm sure most of us have done this at least once in owning a tank. I had to rip my 75 apart to get a Flame Angel out that ate $600 worth of acans on me. If you can't use a trap, it's the only way
You dont wanna hurt it but you wanna starve it? lol Those hooks are actually a good idea. There are some people that have succeded getting an unwanted fish outta their tanks using this method. Plus you get the added bonus of fishing in your living room! lol
I would try the liter bottle. If you tried it already, you know how to make it. Try not feeding the tank for a couple of days and then put the trap in. Dont stand there and watch but also dont forget about it. It might take sometime, and some release of other fish or inverts but you should be able to catch him eventually. Good luck

All of the above can work if done correctly ...Wrasses are so greedy with patience a trap will do the job or if you don't have the patience dig it out the sand bed at night with a big fish net...
