There will always be people who want to observe the colony firsthand themselves, and there will always be people who see the value added in the service they get from their local fish shop. Only a small percentage of hobbyist purchases are made over the Internet, and eBay is only a small percentage of those. There are dozens of dot-coms, some based from legitmate storefronts, and some garage-based enterprises. There's plenty of ripoff artists on eBay as well, and many people are leery about dealing with strangers, sight unseen.
I've bought stuff on eBay... model trains for my son, accessories for my camera - heck I've even sold stuff on eBay - in '99 I helped sell ceramic angel figurines for a friend with a small cottage business.
I personally maintain that eBay is not an appropriate venue for the sale of live organisms. I won't buy them, nor will I sell them. Merchandise is one thing - livestock is quite another. Like it or not, many other people both in the trade and out, feel the same way.
Yep eBay can conduct themselves as they see fit. Just like puppy mills and pet shops that deal in 'milled' puppies can do so. Just because it's done, does not make it right. I think that's the point you seem to be missing in your search for foreign eBay policies and procedures.
I don't feel threatened in the least by you, eBay, or anyone else. Especially when they aren't even sure what nation they're selling in
