Looks very nice so far. However, I see return flow problems on the right side return the way you have your plumbing planned.

1st'- the' T' above the 90 elbow that leads to the right side return would be much better suited as a wye, not a 'T'.

2nd- without a ball valve under your left side bulkhead you'll have no way to force flow to the right side. The 'T' I mentioned above is going to want the water to flow straight up to the left return.

Sounds well thought out. Good job. In response to your comment about the ball valves in the overflow, they could be extremely difficult to manipulate in that tight space. I'd probably try to locate them under the bulkhead if it were my tank.
